Call to Order
Mr. Vener called the meeting to order at 2:05p.m.

Consideration of the Minutes
The draft minutes of the November 4, 2009 meeting, previously had been posted and circulated to Council. The minutes were approved as submitted.

Chairman’s Report
Mr. Vener welcomed Council and the Commonwealth’s Attorneys to the meeting and deferred a Chairman’s report.

Administrator’s Report
Mr. Harris addressed the agenda items.

Annual Financial Disclosure and Statement of Economic Interests Forms
Mr. Harris reminded Council members that a “Financial Disclosure Form” as set out in Code §2.2-3118 must be filed with the Secretary of the Commonwealth by January 15, 2010.  The Secretary’s office asks that all disclosure forms for supervisory boards and commissions be filed together. Mr. Vener asked Mr. Harris to provide each Member of Council with the required form and to collect the forms to file with the Secretary of the Commonwealth.

The “Financial Disclosure Forms” are different from the “Statement of Economic Interests” set out in § 2.2-3117 which all Commonwealth’s Attorneys must file annually with their localities.

Grant Applications
On November 23, 2009, CASC submitted initial proposals to DCJS for Byrne/JAG funding of projects for multi-topic statewide prosecutor training, gang training, asset forfeiture training, a VCAIS data migration strategy, and program video and related equipment enhancements. The proposals are the first step of a 2-stage process. DCJS will invite additional in-depth filings due in February 2010 for selected projects. Funding will be approved for FY2011.

 

Executive Program
Mr. Harris reported that 85 Commonwealth’s Attorneys and deputies registered for the program. CASC has cut the program to essential expenses and the $50 registration fee was fixed to allow the program to pay for itself at 65 attendees. There is no printed binder, no meals, and only water, tea, and coffee will be provided during training. Council approved Mr. Harris’ request that any excess funds remaining from the registration fees after paying the program expenses be reserved for use in subsequent trainings.

Mr. Harris apologized for the difficulty in delivering emailed versions of the written materials. All materials were not received until 2 days before the program and the digital files were significantly larger than anticipated. CD’s of the materials are available at registration.

VACA will host a cocktail reception Thursday evening. Albemarle Commonwealth’s Attorney, Denise Lunsford has made arrangements with a local restaurant.

Information Updates
Mr. Vener recognized the newly elected Commonwealth’s Attorneys. A revised Commonwealth’s Attorney contact list and meetings and events schedule was attached to the agenda and delivered by email to all Commonwealth’s Attorneys.

Adjournment
There being no further business before Council, the meeting adjourned at 2:25 p.m. The next regularly scheduled meeting of Council is Tuesday, January 26, 2010, 11:00 a.m. at the Compensation Board Conference Room in Richmond.
