Call to Order
Mr. Grimes called the meeting to order at 12:15 p.m.
 
Minutes
The draft minutes from the September 27, 2011 meeting previously were posted and circulated to Council.  The minutes were approved as submitted.

Chairman’s Report
None.

Old Business

Conflict of Interest Training Update
 Mr. Harris reminded Council that everyone needs to participate in conflict of interest training.  Mr. Harris will send out instructions for completing this training via the state Knowledge Center. 
 
JRJ Loan Forgiveness Program
DCJS has advised Council that @ $160,000 is available through the J. R. Justice Loan Forgiveness Program for federal FY2011.  Because this is a smaller fund than last year, DCJS has determined that they plan to have $3,850.00 awards.  A grant announcement will be made in December and applications will be due in January.  Federal guidelines give priority to people who are in the program already, if still eligible and want to participate.  

Executive Program Update
The Executive Program will be held from December 1 – 3, 2011, in Staunton.  Ms. Chambers reported that there are 80 registrants for the Executive Program so far.  Mr. Harris announced that the legislative panel was moved to Thursday after Board & Council meetings.  Delegate Rob Bell will recruit a bi-partisan panel of participants from both House and Senate Courts Committees.

New Business

New Federal Grant Restrictions – no food or drink
Mr. Harris announced that new federal guidelines prohibit the use of federal grant money to pay for food or beverages at training conferences.   Mr. Harris reminded Council that CASC has no funding for these items, either, so everyone’s patience and understanding will be appreciated.

CASC Budget Cut Strategies for 2012 
Mr. Harris informed Council that he has prepared 2/4/6% budget cut proposals pursuant to the Governor’s direction to all Executive Branch agencies.   The only item CASC has left to cut is personnel expenses.  Mr. Harris clarified that these cuts are not for current year, but will start effective July 1.

Spring Institute Site 2013
Mr. Harris announced that it is time to begin the process of planning Spring Institute 2013.  Discussion ensued about the limited number of facilities available to handle a program the size of the Spring Institute.  Mr. Doucette moved that CASC seek proposals from hotels, but additional proposals submitted within the next 10 days also will be considered.  The motion passed unanimously. 

 

Adjournment
There being no further business before Council, the meeting adjourned at 12:28 p.m.  The next regularly scheduled meeting is Thursday, December 1, 2011, 1:00 p.m., at the Stonewall Jackson Hotel in Staunton for the Executive Program.
