Call to Order
Ms. Jenkins called the meeting to order at 1:09 p.m.

Minutes
The draft minutes from the February 18, 2016, meeting were previously posted and circulated to Council.  The minutes were approved as submitted.

Old Business

New CASC Staff Attorney – Elliott Jay Casey
Ms. Chambers introduced Elliott Casey as CASC’s recently hired Staff Attorney who over the years has taught many courses for CASC while he was employed in Alexandria and Albemarle County as an Assistant Commonwealth’s Attorney.  Mr. Casey replaced Shannon Weist who accepted a position as an Assistant Commonwealth’s Attorney in Essex County.

2016 Spring Institute Update
Ms. Chambers advised that this was the first Spring Institute to use our new Capitol Impact registration system which will speed up the sign-in procedure for the over 700 persons registered for this year’s program.  The system produces bar coded name tags which will be scanned as they are handed out in lieu of having each person sign-in.
This year’s program offers 18 hours of Continuing Education Credits including 3 hours of Ethics. Four case management and other vendors will be available throughout the program to explain the services they offer.  Ms. Chambers highlighted new audio visual technologies that will be used for the first time in this year’s Spring Institute including interactive web-based software which will be used during the Ethics presentations  allowing instant polling of the audience and affording members of the audience  the opportunity to submit questions to the presenters.

Prosecuting Economic Crimes Program Recap
Ms. Chambers reported that the new CASC program, Prosecuting Economic Crimes,  was held in Richmond from February 29 through March 3, 2016. It was attended by fifty-six prosecutors and offered 26 hours of CLE credits. The program was very well received and the evaluations reflected an overall rating of 100% “Good” or “Excellent”.

CATF Update
The Virginia Retirement System Finance Division report of activity through February 29, 2016 for the Commonwealth’s Attorneys Training Fund (CATF) was distributed and reviewed with Council.

 

New Business

Proposal to Create a Distinguished Faculty Award – Mike Doucette
Mr. Doucette proposed that Council consider a method of encouraging more Commonwealth’s Attorneys and their Deputies and Assistants to become involved in teaching at the many CASC course offerings. Following discussion, a motion was made, seconded and passed unanimously that a committee to include Jim Plowman (Chairman), Theo Stamos, Shannon Taylor and Eric Olsen, be established to study the proposal and report back to Council at the next meeting.

Adjournment
There being no further business before Council, the meeting adjourned at 1:34 p.m.  The next regularly scheduled meeting is Wednesday, May 4, 2016, 12:00 noon, at the Henrico County Sheriff’s Office Conference Room.
