Call to Order
Ms. Watson called the meeting to order at 1:06 p.m.  She began by requesting a moment of silence in memory of Clay Gravely, the former Commonwealth’s Attorney in the City of Martinsville, who recently passed away.

Minutes
The draft minutes from the February 15, 2018, meeting were previously posted and circulated to Council.  The minutes were approved as submitted.

Ms. Chambers reviewed the agenda items:

CATF Update
Ms. Chambers reviewed the CATF balance sheet reflecting account activity through March 31, 2018. 

2018 Spring Institute Update
Mr. Casey reported that 737 people had pre-registered to attend the 2018 Spring Institute.  Mr. Casey also reported that five William & Mary Law School students and alumni volunteered to help with registration and he encouraged everyone to introduce themselves and thank them for their assistance.  On Monday afternoon vendors will give a brief summary of the services they offer.    Mr. Casey thanked Mr. Green, Mr. Bell, Mr. Herring and Mr. Doucette for providing Ethics training.  He noted that the Virginia Criminal Sentencing Commission has requested 3o minutes on Monday evening at 5:00 to provide a short introduction to their new online sentencing guidelines system. 

CASC App Update
Mr. Casey reminded members that CASC has recently produced an App that is available through the Apple App Store and the Google Play Store.  He reviewed its many convenient features and encouraged everyone to download it.

William & Mary – Temporary Transfer Agreement (TTA)
Ms. Chambers reported that even though the W&M Law School has housed CASC since the 1980’s, there has never been a formal written agreement memorializing the arrangement.  The Department of General Services requires a TTA is such situations.  The draft TTA currently is being reviewed by W&M and the Office of the Attorney General. 

Richmond Office and Meeting Space Rental Update
Ms. Chambers reported that the search for office and meeting rental space is on hold pending the resolution of the TTA with W&M.

CASC Finance Committee Meeting
Ms. Chambers reported that the CASC Finance Committee will meet on Friday, May 18, 2018, at 12:00 p.m. in Lynchburg.  This meeting will immediately follow the conclusion of the VACA Executive Retreat. 

New Business

Law Enforcement Victim Interviews
Ms. Oglesby, CASC’s Violence Against Women Resource Prosecutor, reported that she had occasion to review the interrogation manual produced by a nationally known provider of law enforcement training.  Their technique is taught to a large percentage of law enforcement officers.  She has become extremely concerned by the instruction contained in the chapter on interviewing victims of sexual assault.  Its recommendations fall in direct opposition to the research and what CASC teaches.  She advised Council that she would like to share this information with Virginia prosecutors and allied agencies.  There was no objection.

Adjournment
There being no further business before Council, the meeting adjourned at 1:28 p.m.  The next regularly scheduled meeting is May 9, 2018, 12:00 noon, at the Henrico County Sheriff’s Office Conference Room.
