Call to Order
Ms. Jenkins called the meeting to order at 3:28 p.m. after a brief presentation by the Secretary of Public Safety, Brian Moran.

Minutes
The draft minutes from the June 8, 2016, meeting were previously posted and circulated to Council.  The minutes were approved as submitted.

Administrator’s Report
Ms. Chambers reviewed the agenda items: 

Old Business

Annual Summer Conference
Ms. Chambers reported that the CASC training portion of the Annual Summer Conference had been slightly inconvenienced by the unexpected late arrival of the training materials from Virginia Correctional Enterprises.  Ms. Chambers reviewed the training items on the agenda.   She encouraged members to attend the Prosecutors’ Encyclopedia open house on Saturday afternoon. 

CASC Finance Committee Update
Ms. Chambers reviewed the CATF monthly statement ending on June 30, 2016.  She explained that in both FY15 and FY16, CASC had received $200,000 from CATF funds as set forth in the state budget.  FY17 started on July 1, 2016, and CASC will be eligible to receive an annual appropriation of up to 6% of the corpus of the CATF.  CASC expects to hold the 2017 Spring Institute at no cost to attending Commonwealth’s Attorneys and Assistants.

Proposal to Create Distinguished Faculty Awards
Mr. Olsen circulated a written proposal for a two-tiered faculty award program:  1) the VACA Michael Doucette Lecturer of Merit Award, and 2) the VACA Distinguished Faculty Award.  He reviewed the proposed criteria for each.   After discussion, Mr. Ferguson moved that the proposal be amended to show that these are CASC awards, not VACA awards, and that Council will decide the winners and pay for any plaques that they might receive.  The motion was seconded and passed unanimously.   Volunteers to serve on the CASC nominating committee included Mr. Newman, Ms. Stamos, Mr. Stolle and Ms. Taylor.  Mr. Doucette expressed both his astonishment and his gratitude for the Lecturer of Merit Award being named in his honor.

New Business

CASC On-line Training Available
Ms. Chambers reported that CASC staff attorney Elliott Casey and Deputy Commonwealth’s Attorney Robert Bauer have been very busy uploading onto Prosecutors’ Encyclopedia CASC training materials, including videos of CASC trainings.  Selected videos are available for CLE replay credit.  She again encouraged members to attend the Prosecutors’ Encyclopedia open house.

Adjournment
There being no further business before Council, the meeting adjourned at 3:59 p.m.  The next regularly scheduled meeting is September 21, 2016, 12:00 noon, at the Henrico County Sheriff’s Office Conference Room.
