Call to Order
Mr. Doucette called the meeting to order at 8:45 a.m.


The draft minutes from the Thursday, August 2, 2012, meeting were not available. 

Chairman’s Report
Mr. Doucette welcomed the members of Council and thanked them for their time and interest. 

Old Business:
Commonwealth’s Attorneys Handbook
Mr. Harris advised members that he would circulate a list of topic chapters from the last (@1998) edition of the Commonwealth’s Attorneys Handbook for review to determine which chapters should be revised/updated and to seek volunteers to do so.  Mr. Harris indicated that he plans to incorporate the revisions into training programs by using the opportunity of a revised outline to serve as the basis of one or more training segments during Spring Institute or another appropriate program.

iPad iNcourt Program
In a previous meeting members of Council asked about developing a program focused on using technology in the courtroom, expanding upon Patrick O’Brien’s presentation at the 2012 Spring Institute. Mr. Harris, Mr. Doucette, Patrick O’Brien (ACA Lynchburg) and Jeff Bennett (ACA Lynchburg), met in Lynchburg to set up the framework for a training program on using iPads in court.  The program is scheduled for October 16-19, 2012, in Lynchburg.  Final location/lodging arrangements are still to be determined.  The program will start small - @25 students – and will teach available applications of use to prosecutors in a hands-on setting.  Students are expected to achieve proficiency with the applications and to practice their use with class tasks based on a factual scenario.  The final half-day will involve a moot court in a courtroom setting.  If, as is anticipated, there is substantial interest in the program, CASC staff and faculty will select students with the goal of geographical balance.  The program will run Tuesday through Friday (half-day on first and last days).  This is a program without a funding source and students (or perhaps their offices) will be expected to pay the travel, lodging and meals costs for attending the program.  Students will have to bring an iPad to use.  Additional expenses might be incurred by the students (depending upon CASC’s ability to set aside some funding support) to include a connecting dongle and various apps.  CASC still is encouraging additional faculty to volunteer if they are experienced in these uses.  Additional information will be forthcoming as the plans are developed.

Council selected the dates/locations for the next 5 meeting dates:


A complete schedule of CASC programs and Council and VACA Board meetings for the next 12 months will be distributed when the dates are determined.

Travel vouchers were available for Council members and a digital version will be forwarded before the next meeting. 

There being no further business before Council, the meeting adjourned at 9:26 a.m.  The next regularly scheduled meeting is Wednesday, September 26, 2012, 11:30 a.m., at the Henrico County Sheriff’s Office Conference Room.
