Call to Order
Mr. Branscom, sitting in for Mr. Bryant, called the meeting to order at 3:42 p.m.
Consideration of the Minutes
Mr. Grimes moved to adopt the minutes. The motion was seconded and it passed unanimously.
There was no Chairman’s report
Mr. Harris stated that a Curriculum Committee meeting would be held immediately after the Board and Council meetings. Mr. Harris encouraged all Commonwealth’s Attorneys to review the updated schedule included in the agenda. This schedule includes all currently set Council meetings and CASC training programs between now and the 2008 Executive Program. The 2008 Executive Program will be held at the Charlottesville Omni.
Mr. Harris thanked all Commonwealth’s Attorneys and their assistants who participated as faculty for CASC training programs in Fall 2007: Dennis Godfrey and Marianne Woolf (Washington County) and Gerald Mabe and Lee Harrell (Wythe County) in the Wytheville DWI-D program; Elliott Casey (Alexandria) and Evie Eastman (Arlington) in the Arlington Cybercrime program; Elliott Casey (Alexandria) and Tom Shaia (Spotsylvania) in the Fredericksburg Asset Forfeiture program; Evie Eastman (Arlington), Tony Pham and Kevin Nunally (Richmond), Asha Pandya (Norfolk) and Kim White (Halifax) in the Staunton Advanced Gang program; and Cathy Black (Williamsburg), Matt Hoffman (Hampton) Bryan Porter (Alexandria) and Eric Olsen (Stafford) in the Charlottesville Advanced DUI program.
Mr. Harris encouraged all Commonwealth’s Attorneys to send CASC updated information of all personnel who are authorized to use the CASC Resource Center.
Financial Filing Reminder
Mr. Harris reminded all Commonwealth’s Attorneys that it was time to file their local Statement of Economic Interest form. Members of Council also need to file a separate Financial Disclosure form with the Secretary of the Commonwealth. Mr. Harris will collect those forms for Council and file by the January 15, 2008, deadline.
Conflict of Interest Training
Mr. Harris provided Council members with materials for Conflict of Interest training. Any Council member who has received this training while serving on another commission within the past year is not required to repeat the Conflict of Interest training. Mr. Harris asks that an email be sent to him notifying him that the Conflict of Interest training has been completed.
Council Vacancy – Ninth District (January 2008)
A vacancy will occur on Council in the Ninth District as a result of the November elections. Commonwealth’s Attorneys within District Nine will caucus to nominate a Commonwealth’s Attorney to fill this vacancy. Council will determine the replacement on Saturday, December 8, 2007, at the close of the program. [On December 8, 2007, Council elected Chris Rehak, Commonwealth’s Attorney for Radford, as the Ninth District representative.]
State Child Fatality Review Team Representative Vacancy
CASC has been asked to provide the Governor’s Office with the names of Commonwealth’s Attorneys interested in serving as the Commonwealth’s Attorneys’ representative on the review team. Ms. Addison and Mr. Plowman volunteered and were nominated.
Geronimo renewal/ Lexis proposal
Mr. Harris advised Council that it was time to decide whether to renew the Geronimo contract effective July 2008, or to reopen the process for bids on the Commonwealth’s Attorneys’ legal research contract. Mr. Harris advised that Lexis recently forwarded a proposal to furnish its research assistance service on a statewide contract that likely would be its bid on a new RFP. Members discussed the current research services and indicated a preference for the CD-based service and satisfaction with Geronimo. Ms. Addison moved to renew the Geronimo contract, Mr. Grimes seconded, and the motion passed unanimously.
Mr. Harris advised those Commonwealth’s Attorneys present that Lexis also was offering a package to interested Commonwealth’s Attorneys’ offices at a rate of $40 / month, who signed up before the end of December 2007.
The meeting adjourned at 3:52 p.m. The next regularly scheduled Council meeting is 11:00 a.m., Tuesday, January 22, 2008, at the Compensation Board Conference room.
