Call to Order
Mr. Vener called the meeting to order at 11:08 a.m.

Consideration of the Minutes
The draft minutes of the January 26, 2010 meeting, previously were posted and circulated to Council. The minutes were approved as submitted.

Chairman’s Report
Mr. Vener welcomed Council and the Commonwealth’s Attorneys to the meeting and deferred a Chairman’s report.

Administrator’s Report
Mr. Harris addressed the agenda items.

Spring Institute 2010:Von Schuch and Duvall Awards
Mr. Harris stated that the nomination information for the Von Schuch and Duvall awards are attached to the agenda and will go out to all Commonwealth’s Attorneys by the end of the day. The nominations are to be submitted no later than noon on March 1, 2010. The Executive Committee will make the decision on the awards. Please submit nominations to the Council office by fax at 757-253-7159 or email to lohill@wm.edu.

Spring Institute 2011 venue options
Mr. Harris reminded Council that the question of choosing a venue for the 2011 Spring Institute had been carried over from the previous meeting to review proposals for scaled down numbers for next year due to pending budget cuts for CASC and local offices.  The original invitation for proposals committed Council to guaranteeing 400 rooms in 2011 with substantial monetary penalties for failure to meet those numbers.  CASC reopened the selection process for bids on a smaller 2011 Spring Institute – anticipating a need for only 250 to 300 rooms.  Council reviewed the proposals received and discussed the needs of the program, parking for commuting students, availability of restaurants and overflow accommodations if needed, and accessibility of locations.  Council focused on the low bidders and determined to site the 2011 Spring Institute in Williamsburg at the Fort Magruder.  A motion to that effect passed unanimously.

There being no further business before Council, the meeting adjourned at 11:25 a.m. The next regularly scheduled meeting of Council is Sunday, April 11, 2010, 1:00 p.m. at the 2010 Spring Institute at the Norfolk Marriott Waterside.
