Call to Order
Mr. Branscom called the meeting to order at 11:06 a.m.

Consideration of the Minutes
The minutes of the previous meeting have been posted on line.  The minutes were not considered at this time.

Chairman's Report
Mr. Branscom deferred his Chairman’s report.

Administrator's Report
Mr. Harris reported on the progress of preparations for the Spring Institute.  Over 600 prosecutors have registered thus far for the 2009 Spring Institute. CASC is cutting back on all expenses of the Spring Institute to manage budget cuts for FY2009 and FY2010.  CASC staff is working with faculty to prepare the necessary written materials and obtain CLE credits. 

Concerning other arrangements at the Spring Institute, Norfolk Commonwealth’s Attorney Rob Slaughter has assigned Amanda Howe the task of overseeing the VACA Hospitality Suite.  
Mr. Harris stated that due to Compensation Board budget cuts, state funding no longer is available to pay for the annual statewide Geronimo/CaseFinder service for all Commonwealth’s Attorneys’ offices.  After July 1, 2009, offices will be on their own for legal research services.  The Virginia State Bar offers a FastCase service that CASC staff members have investigated; training on Fast Case will be offered at the Spring Institute.  Mr. Harris stated that he will contact Geronimo, Westlaw and LexisNexis to see if they will offer a proposal for Commonwealth’s Attorneys offices.

The meeting adjourned at 11:30 a.m. The next regularly scheduled council meeting is 1:00 p.m., Sunday, March 29, 2009, at the Norfolk Marriott Waterside during the Spring Institute.
