Call to Order
Ms. Parr called the meeting to order at 11:02 a.m.

 

Minutes
The draft minutes from the January 27, 2015, meeting were previously posted and circulated to Council.  The minutes were approved as submitted.

Old Business

Abbott Settlement Update
 Ms. Parr and Ms. Chambers reported that Senate Bill 1360 and House Bill 2222 establishing the Commonwealth’s Attorneys’ Training Fund from the proceeds from the Abbott Lab settlement have passed both houses.  They will be forwarded to the Governor for signature.

Spring Institute Update
CASC Staff Attorney Shannon Weist reported that 655 people have registered so far to attend Spring Institute to be held from March 22-25, 2015, at the Richmond Marriott.  The agenda is complete and will include Mr. Porter presenting on Prosecutors Encyclopedia on March 25.  Three vendors have committed to participate.  Secretary Moran and Attorney General Mark Herring will attend and give short addresses.   Ms. Weist has arranged for tours of the Department of Forensic Science for those interested.  They will be held on March 25 at 1:00 p.m. and will accommodate up to 25 people.  Eighty-four people have registered for the optional cigarette trafficking training to be presented by the National White Collar Crime Center and Altria on Wednesday, March 25, 2015, immediately following the conclusion of Spring Institute.

Supreme Court Update – Annual Summer Program
Ms. Parr reported that she received supplemental information supplied by the proposed presenter of the Supreme Court Update at this year’s Annual Summer Conference.  A motion was made, seconded and passed unanimously to reconsider the decision at the January 27, 2015, meeting to find another speaker for the presentation.  After discussion, a motion was made and seconded and passed with one nay vote to have the original presenter conduct this year’s Supreme Court Update at the Annual Summer Conference.

New Business

Venue for the 2016 and 2017 Executive Program
Staff Attorney Shannon Weist advised that she has had difficulty identifying a suitable venue in Williamsburg for the 2016 Executive Program.  Following discussion of other possible venues, a motion was made, seconded and passed unanimously to look in Staunton for the 2016 Executive Program and to explore Williamsburg for the 2017 Executive Program.

CASC Budget Update
Ms. Chambers advised that the Senate and House budget amendments for funding CASC are inconsistent.  As a result, the matter has been referred to conference to reconcile the differences.   Budget conferees were identified and members expressed interest in contacting them to discuss further.

Adjournment
There being no further business before Council, the meeting adjourned at 11:35 a.m.  The next regularly scheduled meeting is March 22, 2015 at 1:00 p.m., at the Richmond Downtown Marriott, Richmond, Virginia.
