Call to Order
Mr. Bryant called the meeting to order at 11:59 a.m.
Consideration of the Minutes
Copies of the minutes were not available at the meeting, but previously were posted on the CASC website after the December 6, 2007 meeting.
Mr. Bryant deferred his Chairman’s report.
Mr. Harris stated that the CASC training schedule is attached to the agenda. Mr. Harris also stated that the Von Schuch award will be presented at the Spring Institute. Mr. Harris read the criteria for the Von Schuch award. Mr. Bushnell stated that the recipient of the award should perform services beyond his jurisdiction and should not be compared with the Assistant Commonwealth’s Attorney of the year award. It was a consensus to have the criteria emailed to all Commonwealth’s Attorneys.
This was discussed during the Board meeting.
Upcoming Training Events
An updated copy of the CASC training schedule was attached to the agenda reflecting the dates of the 2 new DUI regional training programs. There were no questions regarding the training calendar.
Nominations for the Von Schuch Award
Mr. Harris advised Council that nominations now are being received for the Warren Von Schuch Distinguished Assistant Award. The award is given annually at the Spring Institute. Mr. Harris read the criteria for the Von Schuch award and will send an announcement and the criteria to all Commonwealth’s Attorneys via email.
New Employee – Staff Attorney
Mr. Harris stated that CASC has hired a new Staff Attorney to fill the Gang Attorney slot. Walter E. (Ed) Hibbard from Frederick County has accepted an offer and agreed to start working at CASC at the end of February 2008. Mr. Harris advised Council that Mr. Hibbard is an experienced prosecutor and well suited to the Gang Staff Attorney slot. .
Witness Protection Program Advisory Board
Mr. Harris stated that Chris Corbett previously served as a Commonwealth’s Attorney’s representative on the Witness Protection Program Advisory Board, a committee run by the State Police for gang case witnesses. Mr. Corbett is no longer a Commonwealth’s Attorney, and a new representative is needed. Mr. Harris stated that Mr. Corbett stated that there is only one meeting and everything else is coordinated via email. Mr. Plowman volunteered for this committee.
The meeting adjourned at 12:15 p.m. The next regularly scheduled board meeting is 11:00 a.m., Friday, February 21, 2008, at the Compensation Board Conference room.
