Call to Order
Mr. Doucette called the meeting to order at 2:16 p.m.

Minutes
The draft minutes from the February 14, 2013, meeting were previously posted and circulated to Council.  The minutes were approved as submitted.

None.

Administrator’s Report
Mr. Harris reviewed the agenda items: 

Old Business

Spring Institute:
a)  700 advance registrations – Mr. Harris reported that more than 700 people registered to attend Spring Institute, including attorneys from the Office of the Attorney General, the Virginia State Police and the Governor’s office.  Each attendee is required to pay a $50 registration fee. 
b)  Costs/funding sources – Mr. Harris announced that the registration fees will generate approximately $30,000 with which to pay for written materials, AV equipment, beverages, as well as speaker and staff lodging and travel expenses.
c)  Vendors – Mr. Harris announced that five case management vendors have paid $1,000.00 each to set up booths at Spring Institute:  Sungard, Judicial Dialog, Prosecutor by Karpel, Spartan Technology and Software Unlimited.
d)  Program highlights (awards, additional events, etc.) Mr. Harris announced that the Von Schuch & Duvall Awards will be announced on Monday morning, March 25, 2013.  This year an award also is being given to Ron Bacigal to recognize his years of service in training Virginia’s prosecutors.  Professor Bacigal is retiring from his training commitments but he has a replacement lined up for next year’s Spring Institute Appellate Update presentation.

CASC Budget for 2012 – 2013:  Mr. Harris announced that this year’s budget is essentially the same as last year.  The $589,488.00 budget primarily covers personnel expenses.

2013 Trainings:   Mr. Harris reviewed upcoming CASC training programs.

Case Management System Update:  Mr. Ennis reported on vendor proposals for possible bulk license purchase discounts and maintenance fees.  None of the proposals include data conversion.  Mr. Bray mentioned the importance of bar coding capability.  Mr. Doucette asked interested members to get in touch with Mr. Ennis by May 1, 2013.  He encouraged members to visit the case management vendors during Spring Institute.  He hopes to get this resolved by July 1, 2013.

New Business

Law Student Volunteers:  Mr. Harris reported that law students from William & Mary (8) and UVa (1) are volunteering at Spring Institute assisting CASC.  He encouraged everyone to meet them. 

CASC New Laws Training Package for CA’s and Local Law Enforcement:  Mr. Harris reported that he will begin this training package immediately after Spring Institute.  It will be ready no later than June 1, 2013.  He will send the PowerPoint presentation to members and DCJS for local law enforcement training.

CASC related legislation - signed by Governor and effective July 1, 2013:
a)  HB1818 (Ware):  CASC New Laws Training available to law enforcement (CHAP0079) – see above.
b)  SB1334 (Norment):  CASC FOIA training materials exemption (CHAP0481) – Mr. Harris reported that some CASC training materials will be eligible for a FOIA exemption.

Eyewitness ID Presentation:  Mr. Doucette asked members to attend the Eyewitness ID presentation on Monday, March 25, 2013, because this is an area on which law enforcement officers are getting a lot of cross-examination.

There being no further business before Council, the meeting adjourned at 2:45 p.m.  The next regularly scheduled meeting is May 1, 11:30 a.m., at the Henrico County Sheriff’s Office Conference Room.
