Call to Order
Ms. Watson called the meeting to order at 3:02 p.m.

Minutes
The draft minutes from the November 8, 2017, meeting were previously posted and circulated to Council.  The minutes were approved as submitted. 

Chairman’s Report
Ms. Watson asked that everyone introduce themselves as a courtesy to new members.

Administrator’s Report
Ms. Chambers reviewed the agenda items: 

Old Business

CATF Update
Ms. Chambers reviewed the CATF balance sheet reflecting account activity through October 31, 2017. 

Richmond Office & Meeting Space Rental Update
Ms. Chambers advised members that she and Ms. DeBord have submitted to the Dept. of General Services the paperwork necessary to begin the search for office meeting and training space.  It is now being processed through DGS and it is anticipated that the matter will be posted for bids in January.  Ms. Chambers stated that her goal is to have this matter resolved by July 1, 2018.

2017 Executive Program Update
Mr. Casey reported that 142 Commonwealth’s Attorneys and chief assistants have registered to attend the 2017 Executive Program.  He reviewed the training agenda and reminded members that the VACA Good Words dinner is scheduled for 7:00 p.m. tonight. 

CASC App Update
Mr. Casey reported that the CASC app is awaiting approval from the Apple and Android app stores.  Once it is approved, it will be available for free download.  In the meantime, Mr. Casey conducted a demonstration of the CASC app and its various uses and applications.

 

New Business

CASC Capital Motions Databank
Mr. Casey reported that Robert Bauer has been collecting capital motions for a long time.  Between them they have a large collection of capital motions that have been collected into a DropBox organized by topic.  It will provide CA’s and assistants easy access to capital litigation materials which should prove to be exceedingly helpful.  Mr. Casey reported that he will continue to collect materials from CA’s and the office of the Attorney General.

Child First Program
Ms. Oglesby reminded members that the Child First program is an intensive child forensic interviewing training program that is attended by law enforcement, CPS, and prosecutors.  She would like to encourage as many prosecutors to attend as possible by having CASC become a co-sponsor the event and fund prosecutor attendance.   Because of the financial commitment involved, she and Ms. Chambers wanted Council’s approval before approaching the Children’s Advocacy Centers of Virginia (CACVA) with this proposal.  A motion was made, seconded and unanimously passed to support CASC becoming a co-sponsor of Child First, if possible. 

CASC Materials on U Visas
Ms. Chambers introduced Nicole Alanko, a 3rd year law student at William & Mary, who has been working with Ms. Oglesby to develop training and information materials on the use of U Visas to aid in the prosecution of crimes against undocumented individuals.  Ms. Alanko explained her project.  The materials that she has developed were circulated to members, along with a copy of the Law Enforcement Certification that is signed by CA’s.

There being no further business before Council, the meeting adjourned at 3:23 p.m.  The next regularly scheduled meeting is January 23, 2018, at 11:00 a.m. at the Delta Hotel in Richmond (formerly the Crowne Plaza.)
