SUMMARY:Prosecutor Bootcamp: A Comprehensive Training for the New Prosecutor
DESCRIPTION:Prosecutor Bootcamp is a week-long intensive training for the new prosecutor. This program is open to prosecutors with three years or less experience. Specific topics to be covered include trial skills\, evidentiary issues\, practice in General District and Juvenile & Domestic Relations District Court\, work-life balance\, and legal writing\, among others. \nLodging will be provided for attendees whose offices are more than twenty-five miles from the program venue.  Meals will be provided or reimbursed\, but mileage to and from the program is not covered. \nOnce you have registered\, you will receive a confirmation email with further details. This training is limited to 30 students who will be accepted on a first come\, first served basis\, with a preference for one attendee per jurisdiction. SUMMARY:Advanced DUI - Staunton
DESCRIPTION:Topics to be covered at this intensive training include Investigative Stops\, Field Sobriety Tests and the PBT\, Breath and Blood Testing issues\, issues in Manslaughter cases\, charging decisions\, checkpoints\, DMV transcripts and more. The latest version of the Virginia DUI Manual will be distributed to participants. Much like our TOP GUN Program\, this training program utilizes a team-training format requiring a team consisting of a prosecutor and a law enforcement officer from the same jurisdiction. \nThis training will be limited to 40 resident attendees and 10 commuting attendees. Lodging and meals will be covered for those who reside more than twenty-five (25) miles from the training site. Lunches will be provided for commuting attendees. No mileage reimbursement will be provided. \nPreference is given to teams consisting of an officer and a prosecutor from the same jurisdiction. Registration does not guarantee acceptance to the program – confirmation of selection for the program will be sent out by June 1\, 2023.  Details on the training facility and program will be provided in future emails. SUMMARY:Investigation and Prosecution of Gang Cases ("Gang Busters IX")
DESCRIPTION:Gang Busters is an intensive\, workshop-style\, interactive training course on the prosecution of gang cases\, similar to TOP GUN one of CASC’s longest running programs. Attendance is limited to 20 teams\, each of which consists of a prosecutor and a law enforcement investigator from a given jurisdiction. This program covers the latest developments in the law\, the criminal practices used\, an exercise in qualifying as a gang expert and the latest developments in gang investigation and prosecution. The training will be held in Williamsburg. This is a five day program. There is no tuition: housing\, private rooms\, for attendees whose offices are more than twenty-five miles from the training site and all meals are provided or reimbursed. Mileage to and from the training is not covered. \nThis program is open to Virginia prosecutors and law enforcement. \nACCEPTANCE IS BY APPLICATION ONLY. SUMMARY:Intensive Human Trafficking Training for Prosecutors and Law Enforcement Officers
DESCRIPTION:DCJS\, CASC and the VSP together are offering a free two-day training to both prosecutors and law enforcement on the Investigation and Prosecution of Human  Trafficking.  It will be held in Williamsburg at the Great Wolf Lodge from September 27 – 28\, 2023. \nThese types of  investigations and prosecutions are very unique.  They require a specific understanding of a nuanced and often misunderstood crime involving a comparatively new law.  Human trafficking cases often are multifaceted and require a complex investigative and prosecutorial skill set.  To effectively build this skill set\, it is imperative that stakeholders receive a solid foundational understanding of human trafficking.  Using a data driven approach\, this program provides practical\, effective training for law enforcement and prosecutors to promote best practices and outcomes in the response to human trafficking. \nThis program\, developed in partnership with the Human Trafficking Institute in Washington D.C.\, will increase the overall awareness and understanding of human trafficking and dispel common myths and misconceptions through the use of data.  Students will leave with an understanding and working knowledge of applicable laws\, as well as a greater ability to identify victims and to complete successful investigations and prosecutions.  A final goal will be to improve Virginia’s collaborative response to combatting this enormous issue. \nThe program is free.  Lodging for two nights (September 26th and 27th) will be provided\, if requested\, for attendees whose offices are more than twenty-five miles from the training site.  Free parking is available.  Breakfast and lunch will be provided free of charge both days. Dinner will be on your own and not reimbursed. DESCRIPTION:CASC again is offering Trauma to Trial\, our 6-day course on the topic of investigating and prosecuting adult non-stranger sexual assaults.  This year\, for the first time\, there is an opportunity for advocates who work with victims of sexual assault to join the traditional prosecutor/law enforcement team. Both victim witness (system-based) advocates and community-based advocates are eligible to apply as part of a jurisdiction’s team. The training is open to 10 prosecutor/law enforcement/advocate teams.  Jurisdictions may apply with both a system-based and community-based advocate (team of 4) or with just one advocate (team of 3). \nThe program is free.  Lodging for attendees whose offices are more than twenty-five miles from the training site and parking will be provided and meals will be reimbursed at state per diem rates. Mileage is NOT covered and will be the attendee’s responsibility. \nSpace is limited to 10 teams. Teams are to be comprised of three or four members from the same jurisdiction. SUMMARY:Practical Intervention: Intervention Opportunities for Prosecutors and Law Enforcement Supervisors
DESCRIPTION:CASC is happy to announce that it will be hosting a brand-new training program\, entitled: \n“Practical Intervention: Intervention Opportunities for Prosecutors and Law Enforcement Supervisors.” \nThis two-day program will take place Monday and Tuesday\, October 16 and 17\, 2023. \nThis training is an updated and expanded version of a one-day program CASC offered in April\, called “Recognizing Opportunities for Intervention\,” that focused on police use of force and improving outcomes to protect officers and the community. The October program will be taught by two experienced law enforcement officers. Elliott Casey\, staff attorney for CASC\, will also present the law of regarding law enforcement use of force and self-defense. \nProsecutors and other law enforcement are equally welcome at this program\, which is free of charge.  Prosecutors are encouraged (but not required) to bring their law enforcement partners to this training. \nCASC will not be providing reimbursement for any expenses\, such as meals\, mileage\, or lodging.  Information about our courtesy hotel room block will be provided in the registration confirmation email. \nCourse Description \nUse of force events that are categorized as excessive are associated most strongly with an officer’s duty to intervene on behalf of a citizen\, but these events often represent only the final stage of intervention opportunities. This course takes a closer look at the officer and agency duty to intervene along a spectrum of intervention opportunities. An understanding of these opportunities by supervisors and prosecutors is essential\, as they have a moral obligation to engage in practices that position officers for success and to intervene well before the need to discipline or make a charging decision about an officer surfaces. Along with recognizing inappropriate dominance and aggression behaviors\, this course will help participants to: \n\nUnderstand how law enforcement activities often create the illusion of competence in a variety of knowledge\, skills\, and abilities.\nAppropriately analyze a citizen contact/use of force using BWC footage.\nRecognize different stages and conditions where intervention would be beneficial\, using body worn camera as a diagnostic tool.\nAppreciate how human factors impact decision making\, motor skills\, and memory for officers and suspects.\nIdentify officers who engage in a pattern of inappropriate dominance or aggressive behaviors during police-citizen encounters or within the agency.\nRecognize the need for unambiguous communication between prosecutors\, law enforcement supervision\, and line officers.\n\nThis course will use video of real-world events to discuss how the influences of an agency’s hiring practices\, training programs\, supervisors\, policies\, and unique work-group cultures can impact officer behaviors. \nThe instructors bring over 75 years of first-hand observations of organizational dynamics and a wealth of investigative\, internal affairs\, training\, legal\, and supervisory experience to this comprehensive discussion on the duty to intervene for prosecutors and law enforcement supervision. Healthier officers create healthier communities. Prosecutors and law enforcement leadership have the ability and duty to create healthier officers/agencies. \nPresenters: \nBrian N. O’Donnell retired as a Lieutenant with the City of Charlottesville\, Virginia\, Police Department. He worked in a variety of assignments to include: SWAT\, narcotics\, and as an FBI Task Force Officer. He has extensive supervisory and training experience and held duty assignments in patrol\, the Office of Professional Standards\, and the Training Bureau. \nO’Donnell has specialized training in use of force evaluation\, including the Advanced Specialist designation from the Force Science Institute. He is currently a part of the expert witness team for Eagle Security Group\, an adjunct professor for Piedmont Virginia Community College\, and Training Officer for the Augusta County Sheriff’s Dept. \nJohn Pittman is a retired FBI Special Agent John who began service in the Newark Division\, Garrett Mountain RA\, and primarily worked white collar crime cases. He later transferred to the Albuquerque Division\, Gallup RA. where he investigated sexual abuse of children\, aggravated assaults\, and homicides. John transferred to the Richmond Division\, Charlottesville RA\, where he worked a variety of cases including drug conspiracies\, homicides\, murder for hire\, and white-collar crime. He retired from the FBI in November 2021 after 25 years of service. \nElliott Casey\, Staff Attorney\, CASC\, will also present the law governing law enforcement use of force and self-defense. SUMMARY:Prosecutor Bootcamp: A Comprehensive Training for the New Prosecutor
DESCRIPTION:Prosecutor Bootcamp is a week-long intensive training for the new prosecutor.  It will be held in Staunton\, Virginia. This program is open to prosecutors with three years or less experience. Specific topics to be covered include trial skills\, evidentiary issues\, practice in General District and Juvenile & Domestic Relations District Court\, work-life balance\, and legal writing\, among others. \nLodging will be provided for attendees whose offices are more than twenty-five miles from the program venue.  Meals will be provided or reimbursed\, but mileage to and from the program is not covered. \nOnce you have registered\, you will receive a confirmation email with further details. This training is limited to 30 students who will be accepted on a first come\, first served basis\, with a preference for one attendee per jurisdiction. SUMMARY:Investigation and Prosecution of Intimate Partner Violence ("Guns and Roses")
DESCRIPTION:CASC is offering an intensive 6-day training for Virginia prosecutors and law enforcement on investigating and prosecuting intimate partner violence. This course will cover IPV dynamics\, investigation and prosecution strategies\, strangulation\, prosecuting cases with uncooperative victims\, forfeiture by wrongdoing and more. \nThe program is free. Lodging and parking will be provided and meals will be reimbursed at state per diem rates. Mileage is NOT covered and will be the attendee’s responsibility. \nSpace is limited to 12 teams. SUMMARY:CASC Red Flag: “Touch of Grey” Elder Financial Abuse Program
DESCRIPTION:CASC is pleased to announce a brand-new “Touch of Grey” program for 2024. This program\, which is part of our annual program in partnership with the Virginia State Police and the Virginia insurance industry\, will focus on elder financial and insurance fraud. It will feature speakers from multiple disciplines\, including expert prosecutors\, law enforcement officers\, and investigators with Adult Protective Services and insurance special investigation units. This year’s program will feature instruction by Paul Greenwood\, a nationally-recognized prosecutor and instructor who presented at our 2020 annual summer conference to rave reviews. \nThanks to a special grant from the Virginia State Police\, CASC is delighted to invite not only prosecutors\, Virginia State Police special investigators\, and private insurance special investigators\, but now also local law enforcement and investigators with Adult Protective Services. \nTopics will include many aspects of elder fraud and financial abuse\, such as fraud law\, construction fraud\, ethics\, obtaining financial records and working with financial institutions\, electronic investigations\, and effective interviews and interrogations. \nThe 2024 program will take place February 20 through February 22\, 2024\, in Staunton\, Virginia. \nThanks to a grant from the Virginia State Police and the support of the Commonwealth’s Attorney Training Fund\, there is no cost to attend. \nThere are a limited number of hotel rooms available at the conference hotel. CASC will pay for hotel rooms for the nights of February 20 and February 21 at the conference hotel for attendees who are prosecutors\, law enforcement\, and APS employees who attend. SUMMARY:Intensive Human Trafficking Training for Prosecutors and Law Enforcement Officers
DESCRIPTION:DCJS\, CASC and the VSP together are offering a free two-day training to both prosecutors and law enforcement on the Investigation and Prosecution of Human  Trafficking.  It will be held in Staunton from February 26 – 27\, 2024. \nThese types of  investigations and prosecutions are very unique.  They require a specific understanding of a nuanced and often misunderstood crime involving a comparatively new law.  Human trafficking cases often are multifaceted and require a complex investigative and prosecutorial skill set.  To effectively build this skill set\, it is imperative that stakeholders receive a solid foundational understanding of human trafficking.  Using a data driven approach\, this program provides practical\, effective training for law enforcement and prosecutors to promote best practices and outcomes in the response to human trafficking. \nThis program\, developed in partnership with the Human Trafficking Institute in Washington D.C.\, will increase the overall awareness and understanding of human trafficking and dispel common myths and misconceptions through the use of data.  Students will leave with an understanding and working knowledge of applicable laws\, as well as a greater ability to identify victims and to complete successful investigations and prosecutions.  A final goal will be to improve Virginia’s collaborative response to combatting this enormous issue. \nThe program is free.  Lodging for two nights (February 25th and 26th) will be provided\, if requested\, for attendees whose offices are more than twenty-five miles from the training site.  Free parking is available.  Breakfast and lunch will be provided free of charge both days. Dinner will be on your own and not reimbursed.
