Mr. Porter called the meeting to order at 12:01.
Minutes
The draft minutes from the May 7, 2025, meeting were previously posted and circulated to Council. A motion was made and seconded and by voice vote, the minutes were approved as submitted.

Mr. Casey reviewed the agenda items:
Old Business
Spring Institute Update
Mr. Casey reviewed the most recent CATF balance sheet. Mr. Casey also reviewed the status of Spring Institute reimbursements and thanked the 25 jurisdictions who did not seek reimbursement for their 2025 Spring Institute expenses. Mr. Casey also reviewed the status of the 2025 audits of selected Spring Institute attending jurisdictions, which is currently in progress.
New Business
Ms. Shannon Dion and Ms. Bonita Archer from the Virginia Department of Criminal Justice Services presented regarding their efforts to collect unpaid restitution from criminal defendants owed to the Virginia Victims’ Fund. They presented how these challenges are important to the Virginia Victims’ Fund and how they address some of the challenges in collecting restitution statewide. They answered several questions from the audience during their presentation.
Mr. Casey also reviewed the agenda for the upcoming Summer Conference, July 31 – August 3, 2025.
