Call to Order
Mr. Evans called the meeting to order at 1:01 p.m.

Minutes
The draft minutes from the February 13, 2019, meeting were previously posted and circulated to Council.  The minutes were approved as submitted.

Chairman’s Report
Mr. Evans recognized Jared Moon who is acting Commonwealth’s Attorney in Rockbridge County/City of Lexington following Chris Billias’s ascension to the bench.

Ms. Chambers reviewed the agenda items:

Old Business

CATF Update
Ms. Chambers reviewed the CATF balance sheet reflecting account activity through February 28, 2019.

 

 

Richmond Office and Meeting Space Update
Ms. Chambers reported that a draft lease has been prepared for space in the SunTrust building in downtown Richmond.   The Department of General Services has referred it to their attorneys for review.  The start date for the lease is set for July 1, 2019.

2019 Spring Institute Update
Ms. Chambers reported that 784 people registered to attend Spring Institute.  Three law students volunteered to help with registration and Ms. Chambers encouraged members to talk to them.  Five vendors registered this year and will be set up outside the main ballroom.  This year’s Spring Institute agenda provides 16.5 CLE hours (6 in Ethics.)

CASC Traffic Safety Resource Prosecutor (TSRP)
Ms. Chambers introduced Jacob Lambert who will serve as CASC’s first fulltime TSRP.  He is a former assistant commonwealth’s attorney and assistant public defender.  His start date is set for April 25, 2019.

2022 Spring Institute Update
Ms. Chambers reported that she has signed the contract for the Richmond Convention Center for Spring Institute 2022.  Now she is looking into contracts for lodging rooms.  The Convention Center staff is aware that CASC is looking to book in Richmond for 2024, as well.

New Business

VSP Training Issue
Ms. Chambers reported that it recently came to her attention that prosecutors were seeing statewide training issues with Virginia State Police crash investigations.   She set up and attended a meeting with staff at the Secretary of Public Safety’s Office to discuss these concerns.  She was accompanied by Cathy Black, Jill Deegan and Mike Huberman.  Another meeting has been set up for Friday, April 12, 2019, at the Virginia State Police headquarters to address these concerns directly with Virginia State Police leadership and to offer training assistance.

New CASC Training Program:  Guns & Roses
Ms. Chambers reported that staff attorney Nancy Oglesby has developed a new intensive training program to address intimate partner violence.   This program will be held from May 19 – 24, 2019.

CASC Finance Committee Meeting
Ms. Chambers reminded Finance Committee members that a meeting will be held on Friday, May 17, 2019, immediately after the VACA Executive Retreat in Lynchburg.

Vacancy on Council – 5th District
Ms. Chambers reported that there is a vacancy in the 5th district due to Mr. Fisher’s ascension to the bench.  The Honorable Megan Clark from Prince Edward County was nominated for the vacancy and unanimously approved.
