Call to Order
Mr. Olsen called the meeting to order at 3:06 p.m.
Minutes
The draft minutes from the June 7, 2017, meeting were previously posted and circulated to Council. The minutes were approved as submitted.
Chairman’s Report
Mr. Olsen reported that the CASC Finance Committee met in June and discussed the future goals for the Commonwealth’s Attorneys Training Fund (CATF.) He highlighted the fact that CASC’s challenge is to increase services despite the limitations on the use of the funds. CASC has done a great job increasing training but the agency is limited to its current staffing levels. One idea for use of the Fund is to rent space in Richmond in which CASC can conduct trainings and hold meetings, in addition to creating office space and a distance learning recording studio. Mr. Olsen commented that this idea is in its infancy and CASC is investigating the state regulations that need to be addressed.
Administrator’s Report
Ms. Chambers reported that in July she traveled to Minneapolis/St. Paul for the NAPC summer meeting, the national Best Practices meeting and the NDAA summer conference. She has been elected to the NAPC Board of Directors. Ms. Chambers further reported that later in the month she, Mr. Casey and Ms. Oglesby will be traveling to Raleigh, NC, to meet with the North Carolina Conference of District Attorneys to share ideas for training and support initiatives.
Old Business
Annual Summer Conference
Mr. Casey reported that 374 people have registered to attend the summer conference. 268 are MCLE only. 162 people are registered for social events. 38 children are registered for the children’s party. Eight vendors will be participating and Mr. Casey encouraged people to visit their tables. Mr. Casey also encouraged people to attend the Prosecutors Encyclopedia workshop on Saturday , for which he thanked Mr. Bauer for his help. Ms. Chambers reported that the inaugural CASC faculty awards are being presented this weekend. Bryan Porter received his on Wednesday, but Cathy Black and Nancy Oglesby will receive theirs on Saturday night.
CATF/Finance Committee Meeting Update
Mr. Wright reported that the CATF has experienced 14% growth this year under VRS management. He reviewed the current balance. Mr. Wright reported that the Finance Committee recommends requesting the 6% allowable appropriation for the upcoming biennium. He reminded members that the funds continue to earn interest until they are actually drawn down by CASC. A motion was made to accept that recommendation. The motion was seconded and passed unanimously.
New Business
Proposed changes to CASC Constitution & Bylaws
Proposed changes to the composition of the CASC Finance Committee were circulated 10 days prior to this meeting. With more than 2/3 of Council members being present, a motion was made, seconded and unanimously passed to accept the proposed changes.
Status of HB2051/SB1091 – Marijuana & Mandatory License Suspension
Ms. Chambers reported that HB2051/SB1091 that was to take effect on July 1, 2017, is still on hold. This bill would allow judges not to suspend an operator’s license in marijuana cases if the offense is not related to driving. The bill enactment was contingent on written assurances from the U.S. Department of Transportation that Virginia would not lose federal funds because of this bill’s enactment.
New CASC Staff Attorney
Ms. Chambers was very pleased to announce that Nancy Oglesby, formerly of the Fluvanna County Commonwealth’s Attorneys’ Office, will start as CASC’s new staff attorney on Monday, August 14. Ms. Oglesby will focus on matters related to domestic violence, sexual violence, child abuse and juvenile delinquency.
