Call to Order
Ms. Taylor called the meeting to order at 9:30 a.m.

Chairman’s Report
Ms. Taylor accepted Mr. Jones resignation from Council and his subsequent appointment to the VACA Board.

Ms. Chambers reviewed the agenda items:

Old Business

2023 Summer Conference Wrap-up
Ms. Chambers and attendees agreed that the summer conference was very successful. She commended her team and thanked attendees for recognizing all their hard work. She announced that she had 5 additional bags of donated toys & books for attendees to take back to their J&DR prosecutors.

2023 Curriculum Committee Retreat Reminder
Ms. Chambers reminded attendees that the Curriculum Committee Retreat will be held on September 7 – 8, 2023. She encouraged everyone to respond to the curriculum survey circulated by Mr. Casey.

New Business

Vacancy on Council
Robert M. Lilly of Giles County was unanimously approved to fill the Council vacancy left by Mr. Jones upon his transfer to the VACA Board.

Sunday Morning Meeting
Ms. Chambers reminded attendees that CASC is required to hold 10 meetings a year. She added that historically the Annual Summer Conference included the VACA Annual Meeting at which new officers, Council and Board members were elected. The Annual Summer Conference Sunday morning meeting was designed to welcome them and explain some of their duties and responsibilities. Because the VACA Annual Meeting is now held in conjunction with the Executive Program in December, Ms. Chambers asked attendees if they would like to switch the August Sunday meeting to the time slot immediately after the VACA Annual Meeting in December. After some discussion, it was unanimously supported to no longer have Council or Board meetings on Sunday morning at the Annual Summer Conference and to instead have a Council meeting immediately after new officers and Council members are elected in December.

Student Loan Webinar
Ms. Chambers circulated the training announcement for the upcoming Student Loan Management webinar scheduled for October 20 from 2:00 – 3:00 PM. At least 20 people need to register for the webinar to be held.

CASC General Fund Budget Requests for FY25-26
Ms. Chambers reported that state agency budget requests will be due soon. CASC will be requesting a new staff attorney/resource prosecutor to focus on gang, drug and human trafficking issues, as well as a new fulltime administrative person. Currently CASC only has one parttime administrative employee, which is entirely inadequate with over 1000 prosecutors to support. She circulated a spreadsheet with proposed salary and benefit figures.

There being no further business before Council, the meeting adjourned at 9:46 a.m. The next regularly scheduled meeting is September 27, 2023, 12:00 noon, at the CASC offices at Truist Place (formerly SunTrust Building), 919 E. Main Street, Suite 1250, Richmond.
