Call to Order
Mr. Beasley called the meeting to order at 2:00 p.m.

Consideration of the Minutes
The draft minutes for the November 3, 2010 meeting, previously were posted and circulated to Council. The minutes were approved as submitted.

Chairman’s Report
Mr. Beasley deferred the Chairman’s report.

CASC Budget update
Mr. Harris updated members concerning the agency’s plans to deal with budget cuts that might be announced by the Governor later this month. The agency has submitted a request for state asset forfeiture funds to offset budget cuts and is looking for alternate funding sources.

Mr. Harris also reported that he might have a source of funding for the 2011 Top Gun program. He will have additional information at the January 2011 meeting.

Executive Program
Mr. Harris reported that 95 attendees have registered for the Executive Program. The $50 registration fee should generate enough funds to cover all agency costs for the Executive Program. The hospitality suite is funded by the Virginia Association of Commonwealth’s Attorneys.

John R. Justice Loan Forgiveness Program Update
DCJS has completed preparing the John R. Justice Loan Forgiveness program and has posted the applications, guidelines, and other materials on the DCJS website. Council has forwarded information to all Commonwealth’s Attorneys and posted it on the VACA forum. Commonwealth’s Attorneys are encouraged to let their eligible prosecutors know how to apply.

Red Flag Insurance Fraud Program
Mr. Harris reported that the November 7 – 12, 2010, Red Flag program generated a lot of interest and attendees deemed it a success. The organizing parties are considering running it again in 2011.

Financial Disclosure Statements
Mr. Harris reminded Council members that they are required to file a Financial Disclosure statement. CASC is expected to collect the forms and file as a group before January 15, 2011.

Contact List
A list of contact information for Commonwealth’s Attorneys was circulated during the meetings and attendees were asked to make any corrections necessary on the list.

Adjournment
There being no further business before Council, the meeting adjourned at 2:15 p.m. The next regularly scheduled meeting of Council is Tuesday, January 25, 2011, 11:00 a.m. at the Compensation Board Conference room in Richmond, Virginia.
