Mr. Porter called the meeting to order at 2:17 p.m.
Minutes
The draft minutes from the November 6, 2025, meeting were previously posted and circulated to Council. A motion was made and seconded and by voice vote, the minutes were approved as submitted.

Mr. Porter congratulated CASC on assembling an excellent agenda for the CASC Executive Program.

Mr. Casey reviewed the agenda items:

CATF Update
Mr. Casey reviewed the CATF balance sheet reflecting account activity through October 31, 2025.
CASC Agenda for 2025 Executive Program
Mr. Casey reviewed the CASC Training Agenda and Attendance for this program.
New Business
There was no new business.
CASC New ParalEAGLE Training
Mr. Casey shared the details of CASC’s new training program for paralegals in Commonwealth’s Attorneys’ offices. He thanked the paralegals from the Hampton and Hanover offices for the trainings that they have created and invited other offices to explore whether their paralegals would be willing to volunteer to provide future training.
Compensation Board 2025 New Officer Training Schedule.
Mr. Casey shared the schedule for the Compensation Board’s 2025 training for newly elected Constitutional officers and the CASC schedule during that training.
CASC Reimbursement Calculator for Spring Institute 2026.
Mr. Casey shared CASC’s proposed reimbursement calculator, designed for offices to estimate their reimbursements for the CASC Spring Institute in April of 2026. Mr. Casey encouraged offices to test that tool prior to January and alert CASC with any issues or concerns.
Federal DHHS National Practitioner Data Bank – Letter to all CAs
Mr. Casey gave a presentation on the U.S. Department of Health and Human Services’ National Practitioner Data Bank, noting that many Virginia prosecutors appear to have received a letter from DHHS last week notifying them of their obligations under federal law and regulations regarding the data bank.
