Mr. Porter called the meeting to order at 12:08 p.m.
Minutes
The draft minutes from the December 3, 2025, meeting were previously posted and circulated to Council. A motion was made and seconded and by voice vote, the minutes were approved as submitted.
Chairman’s Report
Mr. Porter congratulated CASC on a successful 2025 Executive Program.

New Business
Announcement of New Council Members for CASC
The new 2026 officers of the Commonwealth’s Attorneys’ Services Council will be:

Tracy Q. Martin (Halifax County), Second Vice Chairman
Colette Wallace McEachin (Richmond City), Secretary

These officers will take office on April 12 at the CASC Spring Institute.
Announcement of New Officers for CASC.
Mr. Casey announced that, after caucusing, the elected Commonwealth’s Attorneys from each even-numbered congressional district selected the following representatives for 2026:
2nd District: Georgette Phillips (Isle of Wight County)
4th District: Erin Barr (Chesterfield County)
6th District: David L. Ledbetter (City of Waynesboro)
8th District: Bryan L. Porter (City of Alexandria)
10th District: R.D. “Bob” Anderson (Loudoun County)
Review of Membership of CASC Standing Committees.
Mr. Casey shared that there is currently a vacancy on the CASC By-Laws Committee.
CASC Meeting Schedule for 2026
Mr. Casey shared the proposed schedule for 2026, which will be promulgated to the membership shortly.
