Call to Order:
Mr. Beasley called the meeting to order at 11:00 a.m.
Consideration of the Minutes
The draft minutes for the January 25, 2011, meeting were previously posted and circulated to Council. The minutes were approved as submitted.
Chairman’s Report
Mr. Beasley deferred the Chairman’s report.
Administrator’s Report
Spring Institute
Mr. Harris and Ms. Chambers provided an update on the status of preparations for the 2011 Spring Institute to be held at the Crowne Plaza Ft. Magruder Hotel in Williamsburg from March 20 – 23, 2011. Ms. Chambers reported that almost 650 people have registered for the program, which is on par with last year’s figures. Discussion ensued about the available meeting space at the Ft. Magruder Hotel.
Ms. Chambers received an estimate of $100 per night for a shuttle for attendees staying in overflow hotels. Ms. Caruso of Dinwiddie County previously offered to help fund shuttle expenses and other Commonwealth’s Attorneys also are being contacted to consider assisting Ms. Caruso in this endeavor.
Ms. Chambers informed Council that she has received 2 nominations for the Von Schuch Award and 2 nominations for the Duvall Award. The deadline for nominations is Monday, February 21, 2011, at midnight. Mr. Harris indicated that all previous award winners will be invited to participate in the awards ceremony at Spring Institute in Williamsburg.
Mr. Harris notified Council that a contract has been signed with the Norfolk Marriott Waterside Hotel for the 2012 Spring Institute.
New Programs for 2011
Mr. Harris reported that 2011 Top Gun has been awarded funding by GOSAP (Governor’s Office for Substance Abuse Prevention) in the Office of Public Safety. This year Top Gun will stress a gang focus.
CASC also will participate in another one day gang training being arranged by GOSAP.
Homicide has not yet been funded for 2011 and will not be held in June. If additional funding becomes available Homicide will be scheduled later in the year.
The Red Flag insurance fraud program has been renewed for 2011. This program combines Virginia State Police Insurance Fraud investigators, private industry investigators (SIU’s) and prosecutors. Funding is made available through the Virginia State Police Insurance Fraud fund. A shorter, 3-day program is being developed for 2011 and will be sited in western Virginia, probably Staunton.
Mr. Harris updated members on the status of the capital litigation grant. CASC applied for and received an extension until September 30, 2011, and will offer another training program to be developed, capital litigation Supreme Court updates at the Annual Meeting, and other matters.
Mr. Harris advised Council that Fran Ecker from DCJS (Department of Criminal Justice Services) will be retiring this spring. Ms. Ecker has been an invaluable and helpful resource from DCJS for Council activities for many years.
