Call to Order
Mr. Porter called the meeting to order at 3:02 p.m.
Minutes
The draft minutes from the June 18, 2025, meeting were previously posted and circulated to Council. A motion was made and seconded and by voice vote, the minutes were approved as submitted.
Chairman’s Report
Mr. Porter commended CASC staff on the launch of the 2025 CASC training program at the VACA Summer Program.
Administrator’s Report
Mr. Casey reviewed the agenda items:
Old Business
CATF Update
Mr. Casey reviewed the CATF balance sheet reflecting account activity through June 30, 2025.
Spring Institute Reimbursement Update
Mr. Casey reviewed the CASC reimbursements, including the audits of the Spring Institute reimbursements for 2025. Mr. Casey commended the jurisdictions who cooperated with the audits and noted that all offices complied with the 2025 audits.
2027 Executive Program Location
Mr. Casey shared that the Skelton Inn and Conference Center, Blacksburg, has won the bid for the December 1-3, 2027, Executive Program.
VACA Summer Program 2025
Mr. Casey reviewed the CASC Training Agenda and Attendance for this program.
New Business
CASC Award: Jane Sherman Chambers Catalyst for Change Award
Mr. Casey invited Nancy Oglesby to present a proposal for a new CASC Award, the Jane Sherman Chambers Catalyst for Change Award.
Ms. Oglesby shared that the Trauma to Trial faculty recommended the establishment of the Jane Sherman Chambers Catalyst for Change Award in recognition of the groundbreaking work done by Jane to create a week-long training curriculum for prosecutors and law enforcement officers to improve the criminal justice systems’ response to adult victims of non-stranger sexual assault. Jane developed a method for training through a victim-centered approach long before trauma-informed investigation and prosecution became an industry standard.
The initial award will be presented to Ms. Chambers at the 2025 Trauma to Trial training. Following that, the award will be given annually to prosecutors or law enforcement officers who have made significant contributions, locally or statewide, in the response to adult victims of sexual assault. Recipients may be nominated for their dedication to providing trauma-informed victim services; inspiring leadership of Sexual Assault Response Teams; or innovative training methods for law enforcement or prosecutors.
A motion was made and seconded and by voice vote, the creation of the award and awarding of the first award to Ms. Chambers was approved.
Proposed CASC Budget for FY2026.
Mr. Casey presented the proposed budget approved in June by the CASC finance committee to the Council. A motion was made and seconded and by voice vote, the proposed FY2026 CASC budget was approved.
Proposed New CASC Reimbursement Procedure and Policy for Spring Institute 2026.
Mr. Casey reviewed CASC’s proposed plan for reimbursement of offices for Spring Institute staff in April 2026.
