Mr. Doucette called the meeting to order at 11:32 a.m.

The draft minutes from the March 24, 2013, meeting were previously posted and circulated to Council.  The minutes were approved as submitted.

Administrator’s Report
Mr. Harris reviewed the agenda items:

Old Business
1.  Spring Institute recap – Mr. Harris reported that Spring Institute registrations fees brought in over $40,000 and that almost 700 prosecutors attended.  He reported that the CASC portion of the Marriott bill was approximately $38,000 and that CASC spent $11,000 to provide written materials to each attendee.

2.  VACA Annual Meeting Training Program
a. Agenda – Presentations – Mr. Harris reviewed the training portion of the Annual Summer Conference agenda:  Friday, 8:45 – 9:45 Candidate’s Forum, followed by Ethics:  Beyond Advocacy, a Prosecutor’s Duty to Justice with David Lord, Bryan Porter on Electronic Evidence:  Cellphones, Computers & GPS, and Elliott Casey, Matt Quatrara and Chip Banks on Prosecutor Safety and Security in the Modern World:  Legal, Ethical and Practical Considerations.  On Saturday, August 3, 2013, Richard Wintory will present the Supreme Court Update and there will be a replay of Spring Institute Ethics in the afternoon.
b. Written material format options – Mr. Harris reported that at Spring Institute CASC utilized Drop Box for the first time as a means to disseminate written materials to registered attendees.  He reported that there have been discussions about transitioning entirely to digital written materials.  Members discussed the pros and cons of transitioning to digital materials only, many noting that written materials provided by CASC has been a valuable resource for attendees for years.  Mr. Bushnell made a motion to make printed written materials available at cost to individual attendees asking for a binder.  Mr. Olsen made a friendly amendment to include the binder cost in the registration fee.  Many members expressed their satisfaction with the current system.  Mr. Bushnell and Mr. Olsen withdrew their motions and discussion ended.

New Business
1.  Asset Forfeiture request for funding iPad and Homicide Programs – Mr. Harris reported that the Criminal Justice Services Board will consider at their next meeting funding requests for funding training.  Mr. Harris has requested funding for an iPad program in September and for the Homicide Program (CASC has gone 2 years without it.)  For financial reasons, Mr. Harris is looking seriously at a prosecutor-only Homicide Program, rather than requiring prosecutor/law enforcement teams.

2. Other programs:  Mr. Harris reported that the Trial Ad and Top Gun programs are full and have waiting lists.  The Advanced Gang Training, June 5 – 6, 2013, in Charlottesville still has slots available.  Mr. Harris reported that DCJS funding for this program will not cover lodging for the Advanced Gang Training, but there is some funding for SCHOLARSHIPS for lodging if offices do not have funds sufficient to cover it.  Mr. Harris encouraged members to share this information with their assistants.
3.  Mr. Doucette reported that he has a meeting scheduled with Sarah Pool at the Virginia State Police to talk about discovery and Brady materials.
