Call to Order
Mr. Stolle called the meeting to order at 12:02 p.m.

Minutes
The draft minutes from the April 11, 2021, meeting were previously posted and circulated to Council. The minutes were approved as submitted.

Chairman’s Report
None.

Administrator’s Report
Ms. Chambers reminded members that the next meeting is scheduled for June 9, 2021, at 12:00 p.m. She also advised members that she and Mr. Casey have traded some responsibilities and that she will now be in charge of planning the Annual Summer Conference. Mr. Casey will be preparing the 2021 Legal Update for Law Enforcement.

Old Business

CATF Update
Ms. Chambers reviewed the CATF balance sheet reflecting account activity through March 31, 2021.

2021 Spring Institute Recap
Ms. Chambers reported that 964 people registered to attend the 2021 Online Spring Institute. Even after three long days on Zoom, over 600 people attended the last afternoon. Out of 157 evaluations received, 150 rated the program either Excellent or Good. The CLE certificate still has not been received from the Virginia State Bar. It will be forwarded as soon as it is received.

Special Committee on Duties & Responsibilities Outline
Robert Bauer has volunteered to serve as committee chair because he has done the bulk of the work on updating the existing outline. Ms. Chambers reported that she has received two suggestions for people who may be interested in taking on this project. She will organize another meeting of the committee to discuss options. Ms. Taylor commented on how important this is to the new time study that will be conducted by the National Center for State Courts.

Upcoming Webinars Addressing Recent Legislative Changes
Ms. Chambers reported that Mr. Casey has put together three webinars addressing upcoming legislative changes. A FOIA webinar will be held on May 25, 2021, from 10:00 – 11:00 a.m., a Probation Violation webinar will be held on May 27, 2021, from 2:00 – 4:00 p.m., and a Marijuana Legalization webinar will be held on June 15, 2021, from 2:00 – 4:00 p.m. Ms. Chambers thanked the individuals who have volunteered to teach these programs.

CASC Office
Ms. Chambers reminded members that the CASC office at the W&M Law School is closed until August for HVAC replacement. Staff will continue to work from home.

New Business

CASC Faculty Awards
Ms. Chambers reported that last year’s CASC Faculty Award recipients, Bryan Boyle and Matt Lowery, have yet to receive their awards in person. In view of the fact that CASC has suspended almost all live training in the past year, she asked for Council’s approval to skip faculty awards in 2021 and to present Mr. Lowery and Mr. Boyle with their awards at the Annual Summer Conference dinner in August. There was no objection to this plan.

2021 Annual Summer Conference
Ms. Chambers circulated a draft of the 2021 Annual Summer Conference agenda. One presentation, “Ethics and Jail Calls & Jail Mail”, still does not have a presenter so she asked for any volunteers to contact her.

National Center on Forensics Survey
Ms. Chambers circulated a copy of an email that she received from the National Center on Forensics asking for prosecutors to complete a training needs survey. Both she and Mr. Casey have talked to one of the organizers of this survey. This is a short survey to determine in which forensic science topics prosecutors need training. Ms. Chambers asked that members please try to fill it out. She will send the email after the meeting.

There being no further business before Council, the meeting adjourned at 12:20 p.m. The next regularly scheduled meeting is June 9, 12:00 noon, in a manner and location as yet to be determined.
