Call to Order
Mr. Haskins called the meeting to order at 12:04 p.m.
Minutes
The draft minutes from the April 6, 2025, meeting were previously posted and circulated to Council. A motion was made and seconded and by voice vote, the minutes were approved as submitted.

Administrator’s Report
Mr. Casey reviewed the agenda items:
Old Business
Spring Institute Update
Mr. Casey reviewed the state of the budget, including the CASC reimbursement policy, including the recent changes that reduced the reimbursement rate for mileage. Mr. Casey reviewed the reasons for the change, CASC’s efforts to avoid making the change, and the effect of the change on the projected FY2025 budget. Mr. Casey reviewed the state of the CASC budget for the remainder of the year.
Mr. Casey also reminded the group that the deadline to seek reimbursement from CASC for Spring Institute travel expenses is Friday, May 9, 2025.
New Business
Dates for 2029 Spring Institute
Mr. Casey reviewed that CASC is currently working on a contract for Spring Institute for April 15-18, 2029.
Location for 2027 Executive Program
Mr. Casey reviewed that there is no location currently selected for the 2027 Executive Program. Mr. Casey solicited suggestions for locations, and the group suggested Williamsburg, Staunton, Fredericksburg.
