Call to Order
Mr. Beasley called the meeting to order at 11:00 a.m.

Consideration of the Minutes
The draft minutes for the September 30, 2010 meeting, previously were posted and circulated to Council. The minutes were approved as submitted.

Chairman’s Report
Mr. Beasley deferred the Chairman’s report.

 

CASC Budget
Mr. Harris stated that Governor McDonnell has asked all state agencies to submit a proposal for 2%, 4%, and 6% budget cuts. Mr. Harris advised Council of the limited options left given previous budget cuts, and the likelihood that staff hours may have to be reduced to make up the difference in reduced funding.  Members discussed several options to explore for possible alternative funding.  A motion was passed to have Mr. Harris make budget cuts at his discretion and to ask DCJS for state Asset Forfeiture funding to offset state appropriation cuts.

Executive Program
Mr. Harris stated that 78 people have registered for the 2010 Executive program. The registration fee that is collected will allow CASC to cover the expenses for this program.

Mr. Harris also reported that Jane Chambers investigated possible venues for the 2011 Executive Program. After discussion, a motion was made to return the 2011 Executive Program to Staunton, and was passed unanimously.

John R. Justice Loan Forgiveness Program Update
Mr. Harris stated that DCJS expects to have the applications ready within a month. Funding will not be available until after January 2011.

There being no further business before Council, the meeting adjourned at 11:20 a.m. The next regularly scheduled meeting of Council is Thursday, December 2, 2010, 2:00 p.m. at the Stonewall Jackson Hotel in Staunton, Virginia.
