Call to Order
Ms. Taylor called the meeting to order at 12:03 p.m.

Minutes
The draft minutes from the September 27, 2023, meeting were previously posted and circulated to Council. The minutes were approved as submitted.

Administrator’s Report
Ms. Chambers reported that she had attended the Behavioral Health Summit in Williamsburg, along with Shannon Taylor and Amanda Howie. The meeting was encouraging because it was well-attended by teams from around the state and that new and interesting ideas were discussed.

Old Business

CATF Update
Ms. Chambers reviewed the CATF balance sheet reflecting account activity through September 30, 2023.

Executive Program Update
Ms. Chambers circulated the final copy of the Executive Program agenda. She reported that thus far 150 people had registered for the conference and 111 for the Good Words dinner. Those numbers should go up with as many as 20 new elected commonwealth’s attorneys resulting from yesterday’s election. Some races were still too close to call. She stated that both outgoing and incoming Commonwealth’s Attorneys are invited to attend. There was an inquiry about invitations to the VACA Good Words dinner, but that discussion was carried over to the VACA meeting.

2023 New Officer Training ~ December 13 – 15, 2023 ~ Richmond
Ms. Chambers reported that the Compensation Board will be hosting New Officer Training in December for newly elected constitutional officers. Attendees will be invited by the Comp Board, who will take care of their travel and lodging arrangements.

2023 NAPC Winter Meeting
Ms. Chambers reminded members that Virginia is hosting the National Association of Prosecutor Coordinators (NAPC) in December. She and Amanda Howie have worked closely with the NAPC Director on developing the agenda and social events. CASC personnel will provide registration staffing and AV assistance.

New Business

Secretary Terry Cole ~ Executive Program
Ms. Chambers reported that Secretary of Public Safety & Homeland Security Terrance “Terry” Cole will be joining us at the Executive Program in Roanoke. He will participate in a roundtable luncheon discussion with CASC and VACA leadership. He also will introduce himself and share a few words at the Council meeting at 2:00 PM on Wednesday. She reported that he has asked for discussion topics, so please forward to her any suggestions.

Draft 2024 CASC & VACA Event Calendar
Ms. Chambers circulated a draft calendar for 2024 events and meetings. Ms. Taylor raised a concern about holding Council and Board meetings on the Wednesday after elections, which can be very difficult for people to attend. She also pointed out that some elections results are not yet available. A motion was made, seconded and unanimously passed to move the November meeting next year to Thursday, November 7, 2024. Additionally, clarifications were made as to Bill Reading #1 (hybrid meeting)and Bill Reading #2 (Zoom only). Bill Reading #3 was tentatively set for Thursday, February 8, 2024.
