Call to Order
Mr. Olsen called the meeting to order at 1:50 p.m. because of a delay in establishing a quorum.

Minutes
The draft minutes from the September 21, 2016, meeting were previously posted and circulated to Council.  The minutes were approved as submitted.

Ms. Chambers reviewed the agenda items:

Old Business

CATF Update
Ms. Chambers reviewed the September balance sheet.

Update:  Spring Institute Reimbursement Process
Ms. Heard reviewed the process that CASC will be utilizing to provide reimbursement for 2017 Spring Institute expenses.   She has asked each Commonwealth’s Attorney for the name and contact information of their designated reimbursement coordinator.  She has heard back from all but 10 Commonwealth’s Attorneys.  Those who did not respond will be considered the reimbursement coordinator until she is told otherwise.

CASC Budget Cuts for FY2017 and FY2018
Ms. Chambers reported that CASC has been exempt from budget cuts for FY2017 and FY2018.  CASC’s budget has been cut over the years to the point where it does not even cover payroll and CASC is dependent on grants.

Venue:  2019 Spring Institute and 2020 Spring Institute
Ms. Chambers reported that because hotels are filling up quickly, CASC has signed a contract with the Norfolk Waterside Marriott for Spring Institute 2019.  Site visits are still planned for Spring Institute 2020.

2016 Executive Program Update – December 1 – 3, 2016
Ms. Chambers quickly reviewed the agenda for the 2016 Executive Program Agenda which everyone received as an attachment.

New Business

Asset Forfeiture Training
Ms. Chambers reported that CASC is working with the Crime Commission to host a state-wide asset forfeiture training for prosecutors and law enforcement on March 9, 2017, in Chesterfield.  Mr. Doucette added that they also are hoping to be able to provide a webcast of the event and that the training is open to administrative personnel, as well.

New CASC Program:  DEFCON
Ms. Chambers reported that CASC staff attorney Elliott Casey is developing a new digital evidence training program that he is calling DEFCON.  The goal is to hold the program in Fall 2017.  DEFCON will be a 3.5 day program for prosecutor/law enforcement teams.  It will be held at the DOJ National Domestic Communications Assistance Center (NDCAC) in Fredericksburg.
