Call to Order
Mr. Stolle called the meeting to order at 12:16 p.m.

Minutes
The draft minutes from the August 5, 2021 and August 8, 2021 meetings were previously posted and circulated to Council. The minutes were approved as submitted.

Ms. Chambers reviewed the agenda items:

Old Business

CATF Update
Ms. Chambers reviewed the CATF balance sheet reflecting activity through August 31, 2021.

CASC Staff Retreat Update
Ms. Chambers reported that the CASC staff retreat was held in August. Many things were discussed, including the budget, training needs and program management assignments.

2021 Curriculum Retreat Update
The CASC Curriculum Retreat was held from September 1 – 2, 2021. Ms. Chambers circulated a draft of the upcoming Executive Program agenda and reviewed the planned presentations.

“Duties & Responsibilities” Outline Update
Ms. Chambers was pleased to report that yesterday she received from Ken Lammers the initial draft of the updated “Duties & Responsibilities” outline, presented in sequential order by Code section. Mr. Lammers will now begin working on taking each of these Code sections and organizing them by subject matter. He hopes to get through that process by the end of November. The goal is to have the outline completed and in searchable, digital form by the end of the year or the beginning of next year.

Clarence Elliott Harris Lawsuit Update
Ms. Chambers reported that she has been notified by the Office of the Attorney General that CASC has been dismissed as a defendant in the federal lawsuit filed by Clarence Elliott Harris.

New CASC Staff Attorney
Ms. Chambers announced that CASC has hired Jill Harris to be CASC’s newest staff attorney. Ms. Harris comes to CASC with over 20 years of experience in the Norfolk Commonwealth’s Attorney’s Office. She was the 2015 Duvall Award winner.

CASC Finance Committee Update
Ms. Chambers reminded members that because of the pending retirement of Mr. Wright, the Finance Committee needs a new chairperson. After conferring with Mr. Stolle, the position was offered to Mr. Haislip, who graciously accepted the position. Mr. Wright graciously agreed to continue to serve on the committee as a citizen member. When the FY23 CATF appropriation amount is announced, the committee will meet to review budget priorities for FY23.

New Business

2021 Executive Program Update
Ms. Chambers reviewed the agenda for the program to be held at The Boar’s Head Inn from December 1 – 3, 2021. Ms. Howie announced that the Good Words Dinner will be held on Wednesday, December 1. More information will be forthcoming.
