Call to Order
Mr. Ledbetter called the meeting to order at 12:00 p.m.

Minutes
The draft minutes from the July 30, 2026, meeting were previously posted and circulated to Council. A motion was made and seconded and by voice vote, the minutes were approved as submitted.

Chairman’s Report
Mr. Ledbetter reminded everyone to register for the Executive Program in December and encouraged attendees to consult the CASC Weekly Update for other training opportunities.

Administrator’s Report
Mr. Casey reviewed the agenda items:

Old Business
CATF Update
Mr. Casey reviewed the CATF balance sheet reflecting account activity through August 30, 2026.

Update on 2029 Executive Program, November 28 -30, 2029
Mr. Casey updated the Council on the search for locations for the 2029 Executive Conference. The Council had expressed an interest in either the City of Roanoke or Bath County as potential locations for that conference. CASC inquired with available facilities in both locations and Mr. Casey advised that the Omni Homestead did not express interest in hosting our agency due to our budget limitations. However, the Hotel Roanoke did express interest, so we opened that program for bidding and bids close on October 7. We hope to have a location secured by the November.

General Assembly-Mandated Report on E-Discovery
Mr. Casey share CASC’s progress in addressing the General Assembly’s demand for a report on a potential statewide E-discovery system, which is due on November 15. Mr. Casey shared that CASC launched a national RFI on August 25 and that Ms. Howie has shared that RFI with the many vendors who have expressed interest in such a program in Virginia. Mr. Casey also shared that CASC launched an internal Virginia RFS with VITA on August 28.

Mr. Casey shared that CASC hopes to deliver a draft report to the Secretary of Public Safety for review on October 15.

New Business

Virginia State Police Update on Sealing Procedures
Mr. Casey welcomed Lieutenant Dominic M. Sottile, Catherine Day, and Robert Bradshaw from the Virginia State Police, who shared how they are providing notifications of sealing to Virginia Commonwealth’s Attorneys. They also shared some recent challenges they have encountered in administering the new conviction sealing statutes, specifically regarding seal orders that are void but due to deficiencies in criminal history data.

CASC Executive Program December 2-4, 2026 Hotel Madison
Mr. Casey shared the draft agenda for the 2026 Executive Program at the Hotel Madison. He also encouraged everyone to make sure to register and to make sure to share this opportunity with their chief assistants.

There being no further business before Council, the meeting adjourned at 12:50 p.m. The next regularly scheduled meeting is Thursday, November 5, 2026, 12:00 p.m., at the CASC offices at Truist Place, 919 E. Main Street, Suite 1250, Richmond.
